Can anyone advise me the best method for delaying a track by say 2.8 MS
using Cubase 5? Is there a plugin that gives me a readout with milliseconds
    accuracy that I can set?

    Thanks

The Track Inspector has a delay setting that claims to be accurate to 10
microseconds. That is, the control has two decimal places and claims
to be in milliseconds. However, that doesn't make sense at current
    sample rates.
If you want to be really sure, calculate the amount of samples that you
need to delay the track with. E.g. at a sample rate of 44100Hz, your 2.8
ms would work out as 2.8*44.1 samples or 123 samples. Set the primary
time display to samples. Make sure the information line on top of the
project window is visible. Select all events on the track, and increase
the start time with 123 samples. Done.

    Does this help?

Use the offset setting in the Inspector. Or turn Snap off, zoom right
in and physically move the part.
