    Well, yes... I suppose that's true, but commodities are meant to be sold ate
    prices that reflect both their desirability and the consumer's ability to
    pay.

    Parse the phrase "flexibility to shape traffic", and you'll find that it
    means (precisely) freedom to choose which traffic gets priority over all
    others. In the for-profit world, that means (precisely) freedom to create as
    many tiers of transmission priority as providers desire, and to charge for
    (and profit from) each tier according to its rank in the priority heirarchy.

    In practice, that's an outright violation of "net neutrality" right from the
    get-go.
