just in case it's of any help to anyone i came on here looking for an answer to a very similar problem and my problem was solved by temporarily renaming all of my plugin folders ( they are in prog files and another in the cubase folder itself ) so that cubase couldnt pick them up - the cpr files loaded fine after the global disable and by turning them on one by one ( renaming them back to the originals) to cut a long story short i found the problem to be the rverb plugin from waves - so im gonna try reinstalling that and it should work
