I have two speaker outputs on my PC.
Rear - which my speakers are plugged in to and front for my head phones.
I use Realtek HD audio manager to manually switch between the two as it
won't detect the front panel manually.

I went back to Cubase this week after having a disagreement with Logic
    on my MacBook.

I set my output to front panel headphones, and Cubase refuses to output
through them and continues playing through the speakers, despite
Spotify/all other media playing through the headphones.

Any idea why it is doing this?

Because Cubase (hopefully) is using a more efficient driver than the
standard Realtek one? Lacking a soundcard with a proper ASIO driver,
maybe you chose the "ASIO Multimedia" driver in Cubase or (better)
    installed ASIO4ALL?

I am using ASIO4ALL. My Cubase won't function without it, I mean, my
PC. Latency without ASIO4ALL is an arse.

Right. So does the Realtek switcher thing know about ASIO4ALL, or is
it part of the AC30 driver?

Good question. I can't see any options within the Realtek manager to
point it to any ASIO settings, and I'm not sure what an AC30 driver is.

    It's my misprint for AC97 :)

Sadly that doesn't help me either. I've spent my time relying on a lot
of stuff without knowing how it works!

I'm saying that maybe the switcher is part of the standard driver for
your Realtek sound chip. That driver continues to run, even though
Cubase is using a different one. But to switch output using
ASIO4ALL,you need to look for a setting in ASIO4ALL. What output
    options are offered?

Try. While Cubase is running, play something in Windows Media Player.
Does the switcher do what is expected for the output from WMP?

Ah! I sort of get it. I think. But I am not sure what to change and where.

Now I can't seem to get audio to play on Spotify (or any other device
via headphones or speakers) whilst Cubase is running through the
speakers. Spotify tells me there is an issue with my sound card. This
resolves when I close Cubase and ASIO4ALL closes.

In ASIO4ALL I have several options under ..hang on, now the sound won't
come out the speakers for Cubase, only the headphones (which is NOT how
    it is set in Realtek).

This is all a bit confusing as things appear to be changing without me
    doing anything to them.

Anyway under WDM Device List I have

    Realtek High Definition Audio
    - Realtek HDA Primary output (which now has an X on it since the sound
moved to my headphones and not my speakers, but it is turned on)
    - Realtek HD Audio CD input
    - Reaktek HD Audio Line input
    - Realtek HD Audio Mic input
    - Realtek HD SPDIF Out (this is off)
    - Realtek HD Audio Stereo input
    - Realtek HD Audio 2nd output

Does any of that mean anything?

    Actually.
I can understand the sound card getting confused when two drivers want
to send music (one via cubase one via another media player) out the same
    output.

So is turning off Realtek HDA Primary Output in the ASIO4ALL controller
what I need to do to force it to play through the 2nd output (ie: the
    headphones in the front port?)

The Realtek software continues to work but only if ASIO4ALL is off or
there hasn't been a sharing conflict.

In Cubase there is an option "Release ASIO driver when in background".
    Play with it.

It's easy to get confused between the physical port and the logical
one. Windows sees "Realtek analogue out (ASIO4ALL)" (or whatever it
calls it) as a different device to "Realtek analogue out (supplied
driver)". It might even be able to use both simultaneously! But
they both pump audio out of the same hole.
