In your price range for use with Fruity Loops I'd suggest a USB MIDI Controller Keyboard like the M-Audio Oxygen 49 or Oxygen 61. It's not a synth per se, but rather a MIDI controller that can control virtual synth plugins for a virtually infinite range of sounds.

A little creative Googling for best price on either model will bring up something in your price range for sure.
