Hello. The user manual for the Roland Juno DI says I can use a DP series hold pedal with it. My question is, can an EV-5 Expression Pedal be plugged into it and just not expect all the bells and whistles the pedal has?

Yes. From p.19 of the manual:

"As an alternative to a pedal switch (DP series), you can also connect a damper pedal (DP-10) or expression pedal (EV-5)."

But the function of the pedal (what you might be calling bells and whistles) is not determined by the pedal per se, but by the settings in the board that determine what the attached pedal will do (p. 75-76).

Note that using an expression pedal for a piano-style sustain pedal function (the most common use of their DP pedal) is not likely to produce a satisfying experience!
