A shorted switch could cause headaches for sure.
Probably needs to be replaced, the whole switch, not just the cap.
That depends on replacement part availability though.

You might want to measure AC ripple on the DC during load testing.

I replaced several of these tactile switches in the past. The most was with pa1x. That was before using ipad Songbookplus.
My pa3x had a couple of the gray actuators broken which I replaced.
I did order another supply…one was available…$65…
But need the test equipment to do further testing…
