Why is a vast majority of electronic music just noise?

If the pitch is shifting, 'microtones' don't seem relevant. And detuning for phase shift is kinda 'take the average,' like I tell my bass players if tuning to a funky piano.

Thank you! Well, I have heard of John Cage’s 4’ 33’ which is a silent performance. Where he wanted the audience to listen to the sounds around them. Makes you wonder why there was a visual to the performance?
