1/ Sequencer is just a recording device that can record 1 or more musical tracks into several format (midi, audio), it is required sound from other devices or itself

2/ Arranger is a device with built-in rhythm/beat/arpeggiator/song sections (intro/verse/ending/fill) that allows you to change chords/beat with easy inputs (auto-accompaniment) . it also has basic sounds and basic sound design/effects

3/ Workstation has sequencer and advanced sound design capability. You can make the workstation works like arranger, but it takes a lot of effort.

I see a sequencer as an arranger that can transpose and create a new style on the fly, without having to need a pre-programmed arrangement made on a computer.

Right now my favorite sequencers are the one on my Take5 synth and an Arturia Keystep Pro.

Different brands of synths and workstations have more sophisticated features than lower cost models.

In reality it depends upon the keyboard as there can be a mix of the three in one keyboard.

It also depends upon manufacturer as some produce a dedicated sequencer whilst others like Korg have a sequencer inbuilt into the keyboard. As an example the Kross 2 workstation that I had incorporated a 16 track sequencer where you can record what you want to a nominated Track. You can do something similar with the Korg Pa Arrangers but it is less flexible as the Style elements are recorded on specific tracks.

An Arranger can do what a Workstation can do up to a point, and vica-versa.

There is some crossover amongst those terms. Yamaha's workstations like the MODX and Montage can function as arrangers (with real-time chord based pattern transposition) in a pinch but it takes a lot of skilled programming.

Meanwhile, a fully-featured arranger like the Korg Pa700 or Yamaha PSR-SX700 can also function as a workstation. IMO, the sequencer and tone editing on the Korgs is a little better.

The best thing you can do is watch some YouTube videos, go to a music store, try them, and ask questions.
