Is there a way to adjust the output settings of the on board speakers? I would like to use them exclusively as mic/vocal monitors.

See "Connecting a Microphone or Guitar ([MIC./LINE IN] jack) (PSR-3000)" on page 190 of the Owner's Manual, along with "Connecting a Microphone (PSR-3000 only)" on page 54.
I'm not sure what you mean by "exclusively." Are you going to be playing the keyboard in addition to singing? And if so, are you using external speakers for the keyboard's sound?
